NRGI’s Capacity Development program seeks to equip all stakeholders with the extractive-specific knowledge and skills to be able to play their role in fostering good natural resource governance. Capacity development officers help regional offices and technical staff expand and systematize approaches to building capacity through advising on program design, developing stakeholder specific curriculum, and collating experiences of best practice. The Capacity Development Officer: Learning Specialist will support the development and monitoring of new and existing online and in person curriculum.

NRGI is able to draw on technical and contextual expertise of its staff by engaging nearly all program and regional staff in capacity building work. These programs range from global training programs for senior government officials to in-country mentoring for civil society groups. Amid this range of work, NRGI seeks to ensure high-quality capacity development interventions that build on adult learning good practice and demonstrated programming effectiveness. This role will seek to systematically build staff capacity to develop and deploy effective curricula and, if so requested at a later stage, contribute to furthering our online course offerings.



The Capacity Development Officer: Learning Specialist will be responsible for the following:

  • Create system to continuously strengthen staff capacity to develop and deploy strong curricula that could include online or in-person periodic training refreshers, training of trainer workshops, mentoring, curriculum review and feedback, and developing tools for peers to review and provide feedback;
  • Mentor staff and strategic partners as they develop curriculum, providing regular on-call feedback and reflection on learning good practice;
  • Identify opportunities for online curriculum, either in conjunction with online or in-person curriculum, and supporting the curriculum development process;
  • Maintain database of generic curriculum and oversee sharing/dissemination of curriculum;
  • Stay abreast of developments in learning field, sharing tools and techniques with staff as relevant;
  • Participate in organization and donor reporting as necessary;
  • Other responsibilities to support the overall capacity development team as needed.


It is anticipated that the Program Officer will travel frequently to countries of interventions to ensure work is tailored to the specific needs of our target audiences.

Candidate Requirements

  • Excellent trainer and facilitator
  • At least 5 years’ experience in running and managing capacity building projects in an international development and advocacy environment – including support of local partners at a distance, monitoring and evaluation, financial management.
  • Proven ability to build and maintain relationships with a wide variety of people with diverse background throughout a complex organization.
  • Skills in effective documentation and communication of project progress and learning.
  • Proven deep knowledge of adult learning and learning progression.
  • Willingness to travel internationally – approximately 2 weeks per quarter.

Strongly Preferred Skills

  • Post-graduate degree in a relevant field (public administration, political science, economics, international affairs).
  • Knowledge of extractive industries’ governance and familiarity with common policy responses to natural resource governance challenges (experience with other technical governance topics, such as budgeting or taxation would also be considered a plus).
  • Experience developing and implementing online curriculum.
  • Knowledge of organizational learning theory and practice.
  • Fluency in at least one additional language to English, preferably French or Spanish.

Location: The appointee would likely be based in London or New York, but other NRGI office locations may be considered. Willingness and ability to undertake international travel is essential, as is having the legal ability to work in the location where based.
